This bill formally abolishes the former Minerals Management Service (MMS) and creates three separate offshore agencies to ensure robust and safe American energy production to create jobs and strengthen national security.

Tsongas Amendment #004 – Third Party Requirements (Failed 14-27. View Roll Call Vote)
This amendment would establish that drilling operations described in the underlying bill meeting third party safety, performance, and production standards.

Garamendi Amendment #001 – Inspection Fees (Failed 14-28. View Roll Call Vote)
This amendment would increase fees, by an undefined amount, collected by the Department of the Interior from Outer Continental Shelf operators to be available for offshore inspection activities.
