Background:

This Subcommittee hearing will hear from Utah Governor and Chairman of the Western Governor's Association Gary Hebert. Gov. Hebert will highlight the land management practices at the state level versus the inefficient practices at the federal level. States can and should find their own solutions, tailored to their unique circumstances and shaped by the people who reside and govern there. A balance of powers between the states and the federal government is needed in public land policy if we are ever to find solutions to the complex problems we face as Americans. Federal land managers are too often paralyzed by litigation or the threat of litigation, keeping them from effectively managing their land. This leads to further gridlock and “analysis paralysis.” In contrast, Utah and other states are successfully managing their lands in ways that protect natural resources and promote a healthy economy while providing necessary services such as schools and police.
