This bill would open less than 3 percent of ANWR to responsible energy development by directing the Secretary of the Interior to establish lease sales in the North Slope. This is an area specifically set aside for energy production in 1980 by President Jimmy Carter and Democrat Congress.

Markey #001 (Failed 11-27. View Roll Call Vote)
This amendment would not allow any new leases to be issued unless the royalties payment agreement of the lessee was modified based on the market price of oil and natural gas.

Holt Amendment #005 offered by Grijalva (Failed 13-28. View Roll Call Vote)
This Amendment voids the legislation if 50 percent of the revenues are not shared with the State of Alaska. The legislation specifically stipulates that 50 percent of revenues from ANWR will be shared with Alaska.

Markey Amendment #004 (Failed 14-29. View Roll Call Vote)
This Amendment requires that all natural gas produced by leases under the legislation be sold in the United States. The amendment fails to take into consideration the significant new infrastructure required to transport natural gas from ANWR. Further, because of the abundance of natural gas in the lower 48, natural gas production in ANWR is not economic.
